Separate Upgrades and Downgrades

For products like KVM Virtual Servers, where you can only upgrade, but not downgrade, because of disk resizing issues, Blesta provides no such functionality to achieve this. If there would be an option to choose packages that would show up in the client's upgrade/downgrade interface, would be great. Thoughts?

+1 would be a nice feature to do or a option to enable downgrades and a option to enable downgrades on next billing period.

we can make the order package as a system fo sorting level, so if no downgrade allowed the package id 7 can't be changed via upgradepackage to package id 4.

Package ID should not be used as the basis, because if some lower package is added later, then it's going to cause problems.

The order the packages are sorted in the Package Group could be used, but we'd need to know if they are sorted in ascending or descending order, so we have an option for the group to specify that.
