Config Option: Default Support Department

Situation/Story:
When staff creates a ticket with a client, they need to select a support department and a staff member assigned to the ticket. They also have to select a status such as "Awaiting Client Reply".
Staff could save countless clicks if blesta allowed to specify a default support department. This Department would get "pre-selected" when opening a ticket with a client. The Staff member would also be auto-selected (if he belongs to this department). The default status when a ticket is raised by staff member should be "Awaiting Client Reply".
Implementation 1:
Specify a default support department. (Per "Company" in Blesta).
Implementation 2:
Each staff member gets to pick his own "default department".
