This would monitor the chargebacks from paypal and if an user does do a chargeback it would automatically suspend the user for the chargeback including all services as well

I like this idea
To "boot" it should auto gather proofs of usages and logins. Which we could provides to Paypal that the service was under usage. This should works well for Cpanel/Directadmin/other pre provided modules.
