This revamp to the order plugin should work similarly to the email verification feature already suggested but it should allow anti fraud modules to tie into it, to enable sms/phone verification as well.
So for example the user order a product but before they can pay for it, it comes up with this screen that blocks them from paying for the product(therefore preventing chargebacks/disputes from even happening) and marks the account & order to in review status, and until they pass either sms/phone verification or another verification process the anti fraud module provides/controls they cannot pay for the order, their account & order are both set to in-review until then.
