Add "Blacklist" Support to order process

I would like to propose that two new additional fraud control/prevention filters get added to the anti-fraud/signup process.
Each of the lists should be checked for matches on signup. If an entry from the list matches the order/signup data, consider the order fraudulant/block the order/account creation.
- Email Address (including wildcard support with * ie: *@protonmail.com)
- IP-Address (Prefix from /32 to /19 matching).

Alternativly, always set those to "manual review". But a block would be much nicer, as this way there is less "invoices" to clean up and things to potentially refund.
The Order plugin does observe the Blacklist rules set under Tools > Blacklist, and will prevent sign up/registrations using an IP/network or Email on the blacklist. Is this what you're suggesting, or something else? Is this not working for you in your testing? You should certainly be able to block *@protonmail.com signups. Add that to your blacklist, then try to register a new account using a prototmail.com address.
