I think the Mass Mailer can handle this behavior already. You can send emails to clients based on whether they are subscribed to receive email marketing.
There is now a plugin by codecats that can show annoucments. For the distribution you can use the mass-mailer.
Is there any possibility we can have the Announcement Section in Client area by default by Blesta?
