Option to force 2 factor authentication for staff

A option to force enable 2 factor authentication for specific user groups such as staff and/or general users. Maybe even a option to force enable 2 factor authentication for a specific staff or user group.

How do you propose this working? On first login, force 2FA to be set up before any actions can be performed?
