Enable Oauth2.0 for Outgoing Mail

WHMCS released this feature over 3 years ago, and almost all modern email providers have it disabled by default.

With Google and Microsoft both mandating OAuth, and the removal of authenticating with just a username and password, it seems daft to not implement this in Blesta.

This task mentions IMAP, are you requesting OAuth for the Support Manager and importing of tickets, or is this supposed to be for SMTP for outgoing mail from Blesta as configured under Settings > Emails > Mail Settings?

I updated this from IMAP to "Outgoing Mail" if the OP intends for incoming emails within the ticket system, please create a new task for that. This has been accepted for Outgoing Mail, per https://dev.blesta.com/browse/CORE-5183
