Coupons: Restrict to existing clients with active services/domains only

Not sure if this has ever been requested. It will be helpful to, in general, have some conditions for coupons. One use case is if I want to restrict a coupon to existing customers with active services/domains only. Another use case is mentioned at https://requests.blesta.com/topic/coupons-restrict-to-new-clients-only.
