Allow save packages with names/descriptions in English only when i18n is active
Under Consideration
When Internationalization is activated, the default behavior uses English names and descriptions for all existing packages across enabled languages. However, if you edit any package, it necessitates filling out all language fields before saving changes. While enhancing the user interface with strings in the target language can improve usability, translating package names and descriptions into every language isn't always necessary.
