Isn't there already a VestaCP plugin? HestiaCP is a fork of VestaCP after the original team seemed to have abandoned the VestaCP open source project. Thus, adding support might be rather easier as I don't think that much changes have been added to the API.

Isn't HestiaCP a fork of VestaCP? I believe people are using the VestaCP module for HestiaCP, have you tried that?

Review the documentation and common errors https://docs.blesta.com/display/user/Vesta and check the module log. Tools > Logs: Module. "Not working" is not helpful.
