notice in admin dashboard for orders with pending (review)

when the client order a service that need a manual approve and review, in the client dashboard, the client can see info message about order in pending review .
we need the same thing in admin area, a way that the staff can see a message for order pending review, a fixed bar in button or top of the page is tottaly perfect .

It appears in the Billing Overview Widget if you enable it
A notice bar on all admin pages would be excessive. The option in the widget will show pending orders and now the Order widget can be place on the admin dashboard as well. I'm going to mark this completed, but feel free to comment if you disagree.
