Add Admin tab for Navigation

Hello -

It would be nice to separate the "Staff" Navigation into two parts: Admin & Staff

Where admins get full administrative access to everything, but Staff has restrictions. I know this can be finely tuned under the Staff settings, but there is no reason to show navigation to Staff members who do not have access to it.

For instance, Staff Members don't have any access to Billing, but the nav item shows for it, and then when clicked it just says they are not authorized to access that resource:

Separate out the navigation to improve User Experience.

I think this would require an unlimited number of custom staff navigation options, because you can create an unlimited number of staff groups, all of which may have different permissions. Instead, a request to not show navigation items for areas that the user doesn't have permission to would be better. For example, if NO ITEMS under the "Billing" section of the ACL are checked, then the Billing primary nav item could be removed.
