Add option for taxes (fixed or % amount) for invoicing

Hello,
In Tunisia should make tax for each invoice.
can you add option like invoice taxe (fixed or % amount).

Paypal restrict to add fee, but i need other type of fees, Tax per invoice (Fixed Amount)
