Could you clarify? I'm not sure what this task is asking to update in Blesta. It sounds a bit like an affiliate system, which is a separate task not yet completed.

This is difficult to integrate because it adds cost not based on a product/item, but on a payment gateway chosen to make a payment. This doesn't really flow from any logical order/pricing design perspective. How exactly would this charge appear on an invoice?

While I can see why you might want something like this to recoup the cost charged by PayPal, I think that is a cost you accept to do business through that payment provider. The same can be said of other payment providers. I'm not a tax professional, but I would expect most tax jurisdictions would not require you to pay tax on money you did not receive as a result of that PayPal fee. It would be best to consult a tax professional for help in that regard.

Most payment providers, like PayPal, have a clause in their terms of service that require you to not charge more to compensate for their fee, which is exactly what you are proposing to do. See PayPal's ToS for instance:

When Try to pay Resellerclub or others they Show PayPal Fees and don't add this fund,Also When I send check Invoice to Tax professional.Payment system commission not showing.We need to send another adjustment for this.

I dont said I will add more Commission for paypal others.We will add Payment system commission What they charge.We can set this. Because In US Payment system commission 2.9 But in International 3.9 + +0.30 flat fee

I want admin can set all their Payment system commission Stripe Paypal Skrill all others.No one provide free payment.
